Struggling with IRS debt? The IRS Fresh Start program may offer you the relief you need. Here's how to qualify in 2025. The IRS Fresh Start program was designed to help taxpayers who owe back taxes but cannot pay in full. It provides options to reduce penalties, set up manageable payment plans, avoid IRS liens and levies, and also settle tax debt for less through an Offer in Compromise. To qualify, you must owe less than 50,000 in back taxes, be current on all tax filings, and demonstrate some type of financial hardship in order to qualify. You also cannot be in any active bankruptcy case. If you owe more than 50,000, don't worry. You still have a lot of available options. A tax attorney can negotiate a settlement for you, too. If you believe you qualify for the Fresh Start program, here's what to do. File all of your outstanding tax returns. The IRS will not negotiate until you have filed your returns. Choose the right option between an installment agreement or an Offer in Compromise. You'll need to submit the necessary forms for each type of settlement. There's also a currently non-collectible option if you have major financial hardship and you want to request a pause on collection. You'll then have to submit financial documentation with proof of income, assets, and expenses to support your claim.
